I’ve been looking for a new cell phone with at least a 5MP camera and noticed that such devices only exist abroad. Why is the United States always LAST to get new gadgets such as cell phones?

Any good. Could you do without your digital camera, new mobile Phone etc.
i.e. would it be a crisis if they broke down?
